The Legislative Assembly of the State of São Paulo organized a “Public Hearing” (March 23, 2026), on the need to regulate its practice and use of ozone generators.

 State Representative Luiz Claudio Marcolina (Workers’ Party) chaired the Public Hearing.

 Brazilian members of ISCO3 (International Scientific Committee on Ozone Therapy) actively participated in the Hearing.

State Representative Luiz Claudio Marcolina (Workers’ Party), a member of the Health Committee, convened and chaired the Public Hearing “Ozone Therapy in the State of São Paulo” (March 23, 2026).

Objectives: To regulate the federal law on ozone therapy (Law 14.648 of 2025) in the state of São Paulo; and obtain authorization from ANVISA (Brazilian Health Surveillance Agency) for the use of ozone generators by all healthcare professionals authorized to practice ozone therapy by their Professional Council. Currently, only dentistry holds this authorization.

At a meeting held on February 2, 2026, between CREMESP (Regional Council of Medicine of the State of São Paulo) and ANVISA, with the participation of Brazilian members of ISCO3, the legal requirement to regulate ozone therapy in the state of São Paulo was discussed, as well as the need for ANVISA to authorize the use of ozone generators by other healthcare professionals, in addition to the dentists already authorized to use ozone therapy.

The Multidisciplinary Technical Group submitted the Madrid Declaration on Ozone Therapy (ISCO3, 4th ed., 2025) as a fundamental reference document for the safe and informed practice of healthcare professionals.  https://isco3.org/producto/dm4englishdigital/

The ISCO3 secretariat sent ANVISA a printed copy of the Declaration with the Hague Apostille.

Most of the Brazilian members of ISCO3 have actively participated in the state of São Paulo to ensure that federal law is regulated and that ANVISA authorizes the use of medical ozone equipment throughout the country for all healthcare professionals whose therapy has been authorized by their regulatory board.

In Brazil, ozone therapy is authorized for use in physiotherapy (2018) and pharmacy (2020). Nursing (2020); Veterinary Medicine (2020); Biomedicine (2020), Biology (2025), and Human Medicine (2025).

Under Federal Law 14.648 of 2025, ozone therapy is authorized throughout the national territory.
