The Health Committee of the Congress of the State of Sinaloa approved (November 25, 2025) the ruling that regulates the application of ozone therapy in the State, including it in its Health Law. https://extraoficial.mx/avanza-en-el-congreso-derecho-a-acompanamiento-en-el-parto-y-nuevas-reglas-para-la-ozonoterapia/

Those who practice it must have the corresponding diplomas, which must have been legally issued and registered by the competent educational authorities.

It is specified that “for the purposes of this law, alternative medicine is understood as healthcare through the application of systems, techniques, or practices based on scientific and technological advances that are not included in formal medical training, and is comprised [among others] of (…) chemical compounds such as ozone (…)”.

The ruling will now go to the full Congress for a vote. If approved, it will be sent to the President of the State for signature and official publication.

 

Three Mexican states have regulated ozone therapy: Nuevo León (2018), Mexico City (2023), and Hidalgo (2024).

 

Differences between Complementary and Alternative Medicine

The “Madrid Declaration on Ozone Therapy”, ISCO3, 4th ed., 2025, clarifies the differences between Complementary and Alternative Medicine.

“Ozone therapy is a complementary treatment and should be performed alongside, not instead of, allopathic medicine (…) The application of ozone therapy complements other allopathic treatments, such as pharmacological interventions and surgical procedures, and does not replace them as an alternative (…)  Ozone therapy must be practiced as a complementary, adjuvant, or palliative treatment for various diseases. Ozone therapy is part of the new technology that complements and facilitates conventional treatments. It is another tool in the medical arsenal.

Modern ozone therapy is not an alternative: it is complementary, scientific, and necessary.” (item 1.3, Human Medicine).
