Ana María López, a representative for the Labor Party (PT) and a member of the Health Commission of the state Chamber of Deputies, has presented a bill to reform the first and second paragraphs of Article 94 of the state Health Law, so that ozone therapy is included as a legally recognized auxiliary technique. Thus, ozone therapy could be incorporated as part of complementary medical treatments.

As in all 32 federal states of the Mexican Republic, ozone therapy is widely used in Campeche by a significant and growing number of doctors, dentists, and veterinarians.
A similar bill, which died during its processing, was introduced by Representative Adriana Méndez Salís of the PT (Labor Party) in 2021. Therefore, the process of legalizing its practice in the state of Campeche is once again underway.
Three states in the Mexican Republic have already incorporated ozone therapy into their legislation

Legislative initiatives in other states of the Mexican Republic
Since 2020, bills on ozone therapy have been processed in the congresses of the following five states:
- Morelos. Introduced by Representative Tania Valentina Rodríguez Ruiz on July 19, 2020.
- Quintana Roo. Introduced by Representative Ana Ellamín Pamplona Ramírez on July 20, 2020.
- Baja California. Introduced by Representative Julio César Vásquez Castillo on August 24, 2020.
- Sonora. Introduced by Representative Rodolfo Lizárraga Arellana on February 16, 2021.
- Campeche. Presented by Representative Ana María López, on October 7, 2025.
Four attempts to regulate ozone therapy throughout Mexico
- 2014. Although the Health Committee of the Chamber of Deputies had issued a favorable opinion to incorporate ozone therapy into the legislation, the Ministry of Health, through COFEPRIS (Federal Commission for the Protection against Sanitary Risks), issued an unfavorable opinion without providing scientific grounds, leading to the bill being shelved.
- 2017. The initiative is introduced in the Senate in 2027. Its proponent, Senator Lorena Cuéllar Cisneros, current governor of Tlaxcala, was the one who successfully organized the forum “Towards the Regulation of Ozone Therapy” (November 27, 2017) at the parliamentary headquarters.
The keynote address was presented by Spanish Dr. Adriana Schwartz, a world expert and author of several books and numerous scientific articles on ozone therapy. Physicians from the Mexican Social Security Institute (IMSS) and the Mexican Institute of Social Security (ISSSTE) expressed their support for the bill. Due to the end of the legislative term, the bill was shelved.
- The then-Senator José Alfonso Pascual Solórzano Praga presented a new proposal, although its processing had not been completed.
- The current 4th proposal, led by Senator Alberto Anaya Gutiérrez and supported by nearly 20 senators, is currently being processed by the Health Commission.
The proposal, quite similar to the previous three, proposes that ozone therapy be “performed by a person who holds professional degrees or specialization certificates issued and legally registered by the competent educational authorities.” Furthermore, ozone therapy should be part of public health. And to achieve this, Article 79 of the Republic’s General Health Law must be amended.
The Mexico City decree (November 29, 2022) that approved ozone therapy in this federal entity was signed by the current president of the Mexican Republic, Claudia Sheinbaum, in her capacity as president of Mexico City.

- Cuba: 2009 and 2015.
- Sultanate of Oman: 2010.
- United Arab Emirates (UAE). In the Emirate of Dubai: 2011.

- Turkey: 2014.
- Brazil: 2015, 2018, 2020, and 2023.
